Autonomous AI and the Classification of Digital Loss in Cyber Insurance

Research Paper · August 2026

About this research

This research paper examines how digital loss is classified within Cyber insurance when an autonomous AI system becomes part of the causal decision-and-execution path.

It distinguishes the mechanism producing an action from the authority under which the action is performed, the resulting affected state, the insured interest and the way the event is represented within the applicable policy structure.

The analysis focuses on classification. Whether a resulting classification ultimately produces coverage remains a separate question.

Research question

How is digital loss classified within Cyber insurance when an autonomous AI system becomes part of the causal decision-and-execution path?

Analytical structure

The paper separates six stages that should not be treated as the same analytical object:

1

Causal / Agent State

2

Authority State

3

Affected State

4

Insured Interest / Relationship

5

Policy Representation / Trigger

6

Coverage / Exclusion

The sequence distinguishes how an action arose, under what authority it occurred, what was affected, whose insured interest was implicated and how the resulting event enters the applicable insurance analysis.

Scope and boundary

The analysis does not treat autonomous AI as a separate insurance-risk category and does not establish a general Cyber coverage gap.

It examines how autonomous AI can participate in different causal paths and insurance relationships while preserving the distinction between classification and coverage.

The strongest boundary considered is an authorized autonomous decision that is technically valid and causes economic or operational harm without identified compromise, adversarial influence, fraud, unauthorized access or necessary technical malfunction. The paper retains this case as an unresolved classification boundary rather than assigning it to a new insurance category.
